3.1 The Championship will be held from November 7th (day of arrival) until November 18th (day of departure), 2013 in Warsaw, Poland.
3.2 The Captain’s Meeting will take place on November 7th at 9 p.m. at the tournament hall at the Novotel Warszawa Centrum.

Each national federation affiliated to the European Chess Union (ECU) has the right to enter one team of four (4) players and one (1) reserve in the open competition and one team of four (4) female players and one (1) reserve in the women’s competition.
The European Team Championship shall be held on the Swiss system in 9 rounds, with one open section and one section for the women’s teams, considered as separate competitions. According to ECU and FIDE rules, the time control will be 90 min for 40 moves + 30 min for the rest of the game + 30 sec increment for every move played starting from the first move.
Players may only agree to a draw after the 40th move has been made by black. Players violating this rule will be forfeited. If a player is offered a draw before the 40th move has been made by black, he should call an arbiter. His opponent shall be punished for distracting, according to the FIDE Laws of Chess.
Zero–tolerance rule will be applied for each round.
The order of teams that finish with the same number of match points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) the extent required:
(a) by the sum of Sonneborn-Berger points, which is calculated as follows: match points of each opponent, excluding the opponent who scored the lowest number of match points, multiplied by the number of board points scored against each opponent respectively. The highest number wins;
(b) by the number of board points won, the highest number wins;
(c) by the sum of the board points of all team’s opponents, the highest number wins;
(d) by the sum of the board points of all opponents defeated plus one half of the board points of all the opponents with which a tied result was achieved, the highest number wins.
The ECU Rule related to dress code – Chapter B Article 13 – will be applied at this competition.
8.1. In accordance with ECU regulations an entry fee of 260 Euro is required for each open national team and another 260 Euro for each women’s national team.
8.2. According to the ECU regulations (Art. B.9.5.1), the entry fee shall be paid by the federations to ECU before or at the start of the competition. If the entry fee is not paid by the end of round 2 these teams will not be paired in subsequent rounds.

9.1. The first three teams in open and women’s section as well will receive trophies. Each member of the winning team (players, reserves and captain) will receive a gold medal. The members of the second and third placed teams will each receive a silver and bronze medal respectively.
9.2. For the best placed teams and for the individual results for the best board result, the organizer will provide medals and prizes to the value of 90.000 Euro (50% in cash).

Individual prizes will be awarded for each board including reserve for first three places. Board prizes will be in-kind only valued at approximately 35000 Euro.
9.3 All players, team captains are to take part in the opening and closing ceremony. If one (player, member or captain of a team) of the prize-winners is absent during the closing ceremony, his money prize will be reduced by 20% with a minimum of 100 Euro. Any other prize (medal, trophy, in kind) will not be awarded as long as a penalty of 100 Euro per player (or captain) has not been paid.
10.1 The national federations are kindly requested to fill in and return the enclosed Application Forms (in attachment) to the organizers as soon as possible but not later than August 15th, 2013 (please also refer to p.12.1b below). Applications have to be sent by the national federations, only.

10.3 The complete registration form must include surname/s, first name/s, FIDE ID number, FIDE rating and title, passport number of each player/captain/head of delegation. It must also include the name and telephone/email/fax number of the person in charge of the Federation. All participants (players, captains, accompanying persons, etc.) must send the photos for badges by email to: email@example.com
10.4 Teams will not be registered until all their registration details have been fulfilled.
10.5 Not later than October 7th, each participating federation shall confirm the exact team lists with all names. The list must be sent to the Organizer and ECU Tournament Director.
10.6 Late Entries: Applications received after August 15th, 2013, may be refused the entry, or may be subject to reimbursement of extra costs incurred by the organizers.
10.7 Every team has to pay a registration fee of 100 Euro for each participant/coach/accompanying person. This payment is obligatory for all and its prepayment represents a confirmation of participation. The fee should be paid not later than August 15th, 2013.
The Championship will be held in the Novotel Warszawa Centrum. Coffee and tea buffet will be provided in the playing hall free of charge.
12.1 The Organizers offer accommodation in the following hotels:
a) Novotel Warszawa Centrum is a luxurious 4-star hotel located right in the center of the business, tourist and cultural part of the capital; 700 rooms are available, all rooms have bathrooms, internet connection, satellite TV and telephone.
The Championship will be played in this hotel.

Participants staying in this hotel will have a free access to internet, gym, and Wellness. Water, coffee and tea are included in the price of the room.
b) Villa Holiday Park hotel is a 3-star hotel located in north part of Warsaw, 12 km from the venue of championship.
All rooms have bathrooms, internet connection, satellite TV.

Double room with full board 59 Euros per day/per person
The number of rooms is limited. Deadline for registration in this hotel is July 30th, 2013.
The Organizer will provide bus transportation from the hotel to the playing hall and back.
Members of small nations have one accommodation in the double room free of charge.
12.2 The organizer can only guarantee accommodation for official hotels when the reservation and payment has been made on time. Regarding this we are asking all Federations to make all necessary reservations and payments on time.
12.3 After the registration deadline, organizers are not obliged to provide accommodation and board. Reservations made in the official hotels are valid only if the payments are made not later than August 15th, 2013.
12.4 Players and accompanying persons who choose another hotel than the official ones will take the risk of their transportation to the playing venue, security, and all official tournament information.
13.1 The organizers will provide bus transportation from Warsaw Airport to the official hotels on November 7th and back on November 18th. The price is included in registration fee.
13.2 Players and accompanying persons who make private transport arrangements should clearly indicate this in writing at the time of registration. They will be fully responsible for any problems experienced during their arrival, departure, and each round transportation to the venue of the Championship.
14.1 At the time of registration all payments (hotel and registration fee) have to be done by bank transfer before August 15th, 2013 to the following bank account:

14.2 The foreign Bank commissions are to be paid by senders. If it is not paid, the organizers will charge the respective participants and the payment must be done in full before the end of the second round.
14.3. All payments paid are not refundable. However, force majeure might, in extreme cases, be considered in cases when organizer can retrieve the funds from the hotel.
The reception will be arranged in the Novotel Warszawa Centrum in Warsaw. All Delegations should register there their participation before 20:00 and take part in the Captain’s Meeting on November 7th at 21:00.
We expect rather the rainy cold weather with temperature between -1° and 10° Celsius. Occasional snow falls are possible.
The standard voltage in Poland is 220 Volts with Euro plugs.
The currency unit is the Polish Zloty (PLN). Convertible foreign currency may be exchanged at the airport, railway station, in all banks and exchange offices. All major credit cards are welcomed in the most of hotels, big shops and restaurants. On May 25th the change rate was 1 Euro= 4.16 PLN.
All participants (players, captains, heads of delegations, accompanying persons, etc.) have to insure themselves for health and accident risk for the period of the championship.
During the Tournament there will be Medical Services.
21.1 Poland is a member of the Schengen agreement.
21.2 Citizens of the following European countries are not required to be in possession of a visa when entering Poland for less than 90 days: Albania (only for holders of biometric passports), Andorra, Austria, Belgium, Bosnia and Herzegovina (only for holders of biometric passports), Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Liechtenstein, Lithuania, Luxemburg, Macedonia (only for holders of biometric passports), Malta, Monaco, Montenegro (only for holders of biometric passports), Netherlands, Norway, Portugal, Romania, San Marino, Serbia (only for holders of biometric passports), Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom, Vatican.
21.3 A person wishing to receive an invitation for a visa from the organisers have to stay in the official hotels.
21.4 Persons who prefer to stay elsewhere need to take care of their visas on their own.
21.5 The organisers will not be responsible for issuing an invitation for visa purpose if necessary information (last name, first name, passport number, date of issue and validity) and scanned copy of the passport are submitted after August 15th, 2013 and payments are not done.

Names of the Chief Arbiter and the members of the Appeal Committee will be announced not later than October 31st, 2013.
